Was Truman Justified?...

I believe Truman was not justified to bomb Japanese cities just because they would not surrender. By bombing the two cities, thousands of innocent citizens were injured and even killed, even though they were not the ones leading the war. The Japanese military was who the U.S. should have targeted instead of thousands of Innocent bystanders. I feel as though the U.S. could have thought this out better and there was no need to kill and ruin the lives of so many human beings. Even an negotiation could have been tried before bombing took place. I just feel as though it was a poor choice on Truman's part.
